Generally, a 'torpedo whore' is a ship that carries only torpedoes minus the guns. Japan have the best torpedoes available in the game, so it's only logical to go IJN ( no, it's not Institut Jantung Negara, it's Imperial Japanese Navy ) if you want to be a TW.

The 'Kagero' ( Level 12 )
This is the first ship you get on the IJN line at level 12. It is a 'Destroyer' class with 3 gun mounts and 2 torpedo mounts. You will need to endure 2 levels before you get to equip any torpedo launcher on this boat.
Since you're limited by your sailors level and also small space, short range torpedoes is only available to you. So close range battle is probably a good idea to make your torpedoes count. It is also advisable to mount at least 2 guns at the back of your ship against those pesky Frigates and to finish off ships that has little DP left.
Let's look at the torpedo launcher which is available at level 14.
And the 24" Type 8 torpedo.
Long range is at 21900 which is a pretty good range. But with a speed of 28 knots, most ships will have time to avoid your torpedoes. Recommended to use short range.
I wouldn't get the 24" Type 8 x4 launcher at level 18, just keep the current x3 launcher until level 23.
The 'Fubuki' ( Level 19 )
As soon as your Brige Officer ( BO ) reach level 19, grab this ship. It has excellent turning force which can make your ship nimble and fast. It is a 'Destroyer' class with 3 gun mounts and 3 torpedo mounts. Again, I'd put two guns at the back of the ship for snipping and protection. As your sailors level up, mount better torpedoes and guns available to you.
I'd use this ship until your BO is ready for the 'Simakaze'. And please skip the 'Tatsuda' which is a pretty useless ship as a TW. Use single turret guns, like the 5" and 6" to protect your ship against those speed whores like RN's L class destroyer ship and frigates that tries to stick to you like a leech.
In my opinion, please use the 24" Type 8 x3 launcher and skip the 24" Type 8 x4 launcher until level 23. Sacrificing your ship speed for an extra torpedo is not worth it.
As soon as your torpedo sailors reach level 23, mount the 24" Type 90 x3 launchers.
And the only torpedo that's available.
This is where you start to play long range. Long range torpedo at 42 knots is good. Close combat is fantastic too, with torpedo swimming at 55 knots. I would skip the 24" Type 90 x4 launcher at level 29.
It will be a long way to the next ship, but don't worry the Fubuki is a fun ship to play.
The 'Simakaze' ( Level 32 )
The 'Simakaze' has a much more powerful engine, slightly more space on the torpedo and gun mounts and an additional of 1000 DP compared to the Fubuki.
Get the 24" Type 90 x4 launcher.
When your torpedo sailors reach level 34, mount the 24" Type 93 M1 x3 launcher.
Previous launchers only offer one type of torpedo, now with this new launcher you will have 3 types of torpedoes to choose from. That's SUPER, it's getting interesting!
Let's look at them.
Torpedo : 24" Type 93 M1 Mod-1
Not very useful, it's damage is too low though it has the longest range of the 3 torpedoes. You could try high speed which is at 48 knots and a range of 20000 in Blitz games. Not a good idea for Great Battle games, if you want to do damage. But some people say it acts as a decoy and steer the enemy fleet towards a certain direction.
Torpedo : 24" Type 93 M1 Mod-2
This torpedo is my favourite when it comes to Blitz games. It gives a decent punch which has a 8074 HE damage, shortest range among the 3 torpedoes. It swims at 46 knots on long range and 60 knots on short range! Perfect for Blitz games.
Torpedo : 24" Type 93 M1 Mod-3
It has 11535 HE damage and long range at 28000. I would equip this torpedo for Great Battle games.
Additional tips
Do not dump all your torpedoes at one go, instead please switch to 'gradual' fire by pressing the F4 key on your keyboard. Let's say if there are 3 torpedo mounts on a ship, you will have 3 times to launch your torpedoes before waiting for another round of reload. Anticipate and use range to launch your torpedo early in the game. Most of all, have fun torping!
